It's official; I'm an idiot. In the Dynamic Campaign Generator there is a Campaign Settings panel, and in the Campaign Settings panel there is an "Action Radius Setting". By setting the Action radius to 60 km, the ships are now only 15 minutes apart. Now that I have that hurdle behind me, I will be testing the server and putting the information together for the next Wings~of~War Campaign which will be Midway 1942.
