S! All, looking for some help.
I bought a brand new thrustmaster T-Flight Hotas X off ebay, and well, on the calibration window it looks fine, but when I play il-2 the rudder stays in one place until i move it again, and then it stays there.
I dont know whats up and was hoping that maybe someone here would know.

Make sure it is set up right on the in game inputs. Just an idea.

yeah, every joystick these days seem to be configurable to do all kinds of things in all kinds of ways. Id say go to their forums and see if anyone else had a similar question, or if you can use a different axis/joystick setting for rudder. IL 2 also alows you to set different binding for rudder or rudder trim.
You sure you aren't using rudder trim which is suppose to stay where you set it?
Lastly, I hate Thustmaster because of the lack of customer support, just my opinion though.

I bet it's the IL2-JoyControl and a setting you may have turned up to high, perhaps the axis is set to be more linear than curved probably set for your previous joystick. Or perhaps it's the dead zone factor to compensate for the impaired joystick.
Also check the configuration file, I think actually if you have a backup default conf.ini file it will fix it.
Not saying IL2-JoyControl is bad it's actually a very great utility for tweaking your settings.
IL2-JoyControl takes your conf.ini file and allows you to change your joystick settings from the utility while actually seeing the responses you make on your joystick more detailed. A program I've been wanting for the longest to show me how much is too much of elevator or not enough.
Go ahead download it and try it, see your tweaks in a different way. IL2-JoyControl
