Extremely Low Frame Rates

First off here are my computer specs for reference:
Intel Pentium 4 2.1 ghz
2.5 gig Ram
ATI Radeon 9000 (AGP port)
70 gig hard drive
I have high speed DSL (average of 2.55 Mbps down and 0.43 Mbps up)
In USL I'm having frame rates of no higher than 9 to 11fps, usually hovering around 5fps, definately not playable. I figured it might be Team Speak Overlay so I turned it off, didn't help. I thought reducing my graphic settings to the lowest would solve the problem, it didn't. I figured well I'll just go to Skies of Valor and just get some practice in, when to my dismay I see that my frame rates in Valor are just as low as in USL. I was stunned. I have always in the past had very good frame rates in all the Valor maps except Norwegian Wood. I decided to try something.
I started my 4.09m vanilla install of IL2, went to Valor and, boom, frame rates were back to normal, around 25 to 30fps, sometimes a bit lower, but nothing below 20 and still very playable. No issues, even on a full server. I also didn't have any problems whatsoever with the UP2.0m (that's M). Go back to UP2.0n (that's N) and frame rates plummet to unplayable levels, no matter the server I go to.
So, bottom line for me is that there is obviously something in UP2.0n (N) that my computer cannot handle graphics wise. Have no idea what it would be and honestly I'm not entirely sure I want to spend hours trying to find the source. Aside from buying a new computer, which I can't do right now, I don't know how to solve the issue. If all servers are going to require using UP2.0n, well I think that will make it impossible for me to play.
If there are any suggestions and advice that anyone has, I'm all ears and I'm willing to experiment and tweak till the cows come home.
